The referenced assembly is not installed on your system. (Exception from HRESULT: 0x800736B3)

Problem:

Installing ASPSuite fails and the error log shows, “The referenced assembly is not installed on your system. (Exception from HRESULT: 0x800736B3)”.

Probable Solution:

Windows thinks the ASPSuite ClickOnce application is still installed on the machine for that user, yet the necessary contents to perform the installation no longer exist in the user folder. The quick and sure solution is to delete the folder “%USERPROFILE%\Local Settings\Apps”, but that will also remove any other ClickOnce applications installed by the user. ASPSuite is installed a subfolder under “%USERPROFILE%\AppData\Local\Apps\2.0” that begins with “asps..tion”. For example, “%USERPROFILE%\AppData\Local\Apps\2.0\AH9G1ZQJ.JGV\KLCMKRK1.V37\asps..tion_753cade1de3b952f_07e2.0001_af41e0eac224a842”. Deleting that specific folder only should allow you to install without error.
